According to the Regulation (EC) No 793/2004 : At coordinated airport, access for an air carrier or any other aircraft operator is only possible if a slot has been allocated.

Not applying for slots or misuse of slots can lead to sanctions (see "Local Rules")

All GA/BA operators must request airport slots via their handling agent.

 

The handling agent will request airport slots to the coordinator and inform their customer about the slot that was coordinated together with a slot ID that must be reported in the field 18 of the flight plan.
